Team Regulations:
1) The pro team can be located in any North American city that currently has a CHL hockey team. GM's can relocate for a fee of $10million dollars and can only relocate once a year during the off-season.
2) The farm team can be any professional level hockey team playing in the AHL or ECHL. No European, Russian, or NCAA teams may be used. GM's can relocate their farm team for a fee of $5 million dollars and can only relocate once a year during the off-season.
3) We will start the CHL with a 24-team league.
The league will run any vacant team as it sees fit. The league will not make any major roster changes to teams under its control. Smaller trades, minor league call-ups and demotions, and free agent signings will occur, in order to stabilize the franchise for the new GM when he or she is found.
Roster Regulations:
1) All franchises must have at least 6 Centers, 6 Right Wings, 6 Left Wings, 9 Defensemen, and 3 Goaltenders.
If a team fails to meet the requirements, the league will automatically sign players from the unassigned player list (with an OV value under 68) to a one year contract for the minimum salary.
Teams must have at least 20 players on their pro roster. Teams may have up to 25 players on their pro roster. Teams can have up to 30 players on their farm roster.
Teams can have up to 45 players signed to contracts.
2) No players with a rating of 75 and higher can be sent to the minors.
3) Players are on waivers for 24 hours, and any team can claim the player in that time. Waiver order will be based on the previous season's standings until after game 10, and then it will be based on the current team's standings.
4) Player Positions: Players must play the position they are listed as. A player's position may be changed as long as there is proof of that player playing the new position. A link from a reputable website (TSN, NHL.com, Internet Hockey Database, NHLPA) with the player listed at the new position must be posted in the position changes board.
5) Lines: Lines are to be created and sent into the league using the FHL Sim GM Editor program.
Players must play the position they are listed as. The only exceptions are for forwards playing the defensive positions on a team's Power Play (PP), and a forward playing one of the defensive positions on the team's 3 man Penalty Kill (PK) units. Teams may also play two wingers or two centers on their 4 man Penalty Kill units
One player from the top forward line may be double shifted on the team's forth line. The defensemen for the forth line may also be double shifted, regardless of which of the three defensive pairings they play on. Players may not be double shifted on the special team units (Player can't be on PP5-1 and PP5-2, but can play on PP5-1 and PP4-1)
Here is how to create your lines: You first need the FHL GM Editor and WinZip on your computer. Download the league files from the league webpage, and extract them using winzip. Next, open the GM Editor and load the league file. Select your team, and then do whatever changes you feel need done to your roster and lines. Click on Save when you are finished, and when prompted for a password click on cancel. Then, attach your lines to an email into the league, and you are done.
If anyone has a problem doing this, feel free to ask me or any other GMs for any help.
6) Player aging: a player's age will be his actual age during the season in which the rating are based. All players will age one year after the season is finished and before free agency.
7. Salary Cap: The salary cap is set to $58 Million, but can be changed at the end of the year by the league with at least a half season notice.
Salary Cap Penalty: The penalty for playing one game over the salary cap is a fine of $1million for every $250k that the team is over the cap. The penalty for playing a second game over the cap is a fine of $1million for every $200k that the team is over the cap. The amount over the cap is rounded up to the nearest penalty.
Example: The New York Rangers have played game 51 $300,000 over the salary cap. It was their first salary cap offense. The penalty will be $2,000,000 dollars. The Rangers also play game 76 $45,000 over the salary cap, their second offense. The penalty will be $1,000,000.
The Penalty for playing a third game over the salary cap is the suspension of your highest paid player for the remainder of the time the team is over the cap. If there is a tie for the highest salaried player on the team, the player with the highest salary and higher OV value will be suspended. If two or more players have the same highest salary and the same OV value, the league will pick which player is suspended.
Example: The Rangers played game 78 $10 over the salary cap. Because they have had two previous salary cap offences, Jaromir Jagr, their player with the largest salary, is suspended for the rest of the season, and becomes an UFA at season's end.
The salary cap is in effect during the offseason. Instead of games, the amount of time will be measured in days. Two days over the cap results in the first penalty, four days over the cap results in the second penalty, and seven days over the cap results in the third penalty.
It is strongly advised that teams keep room under the cap to account for emergency call-ups, or having the SIM auto your lines. A committee can be formed to hear appeals if warranted.
The salary cap floor will be a steady $30 Million.

9) Team Captains and Alternates: Teams may announce one captain for their team, and two alternates. Captains receive a +4 bonus to their LD value, and a +2 for their EX value. Alternates receive a +3 bonus to their LD value. Captains and alternates must be named before the start of the season, and cannot be changed in the season due to injury or trade. If a captain or alternates is traded, he loses the bonuses to his ratings. The bonuses will be reset every offseason
In order for a player to be a captain, he must have a LD value of 70 before the bonus is awarded; for alternates, he must have a LD of 65 before the bonus is awarded. There is no age limit for captains and alternates.
If a team does not have enough players with the required value to be captains and alternates, they may name an unqualified player to be an alternate captain. That player only receives a +1 bonus to his LD ratings. Unqualified players may not be a captain. If a team has no one qualified to be a captain, the team may name three alternate captains.
10) Player Contracts: The maximum amount one player can earn on a team is 17% of the salary cap. With the cap set at $58 million, that means that the most a player's contract can be is $9.86Million to keep the salaries more realistic.
The minimum amount a player can earn is $400k.
Player contracts can be from one to five years in length.
When a player is on the minor league team, he makes 10% of his professional contract. Minor league contracts do not count against the salary cap.
